Pennsylvania’s school cellphone bill reached the governor on October 22, while West Chester Area School District already publishes restrictions on personal devices and cellular connections. For local families, the useful comparison is what equipment each record covers, who can authorize use and how parents would contact a child during the day.
The General Assembly’s history for Senate Bill 1014, accessed October 24, lists presentation to the governor as its latest action. The proposal would require school device policies by the start of the 2027 to 2028 school year. It is separate from WCASD’s current rules.
What WCASD already publishes
The district’s Policy 237, Use of Personal and District Technology Devices, is marked revised May 28, 2026, and reviewed July 14. It defines personal technology broadly, including phones, computers, cameras and wearable devices.
The policy generally prohibits student use of personal technology during the school day under district supervision unless its guidelines permit the use. Its scope includes district property and buses.
For cellular or satellite connections, it requires building administrator permission for specified reasons, including health, safety, emergencies, an individualized education program or instruction. Personal computers and other devices without those connections are restricted to classroom or instructional activities and must follow district rules.
The same distinctions appear in the 2026 to 2027 discipline handbook, PDF page 57. A family therefore needs to check both the device and the proposed use, rather than assume a laptop and a phone have identical permissions.
What the state proposal would require
The current bill text, printer’s number 1697, PDF pages 7 to 11, would require policies prohibiting covered device use during the school day on school property, with exceptions. Schools would also decide how to restrict possession. The text does not require a school to take custody of every phone.
Its mobile device definition excludes equipment owned or issued by a school entity. The defined school day includes lunch, recess, homeroom and movement between classes.
Page 8 sets out exceptions for documented medical needs involving a student or immediate family member, an individualized education program or 504 agreement that includes a device, and English learner translation. Instructional use would require teacher permission, an insufficient or unavailable school device, a principal’s determination that the use is appropriate, and a limited circumstance and duration.
Those proposed conditions can be compared with WCASD’s existing approval process. This document comparison does not establish that the district must change a particular rule or that a student qualifies for an exception.
Family contact is part of the proposal
The bill would require written information about emergency notification signup and ways for parents to contact their children during the school day. A school supplied contact method, such as a building telephone number or email address, would have to be staffed during that day.
Families can review WCASD’s policy and handbook page and ask their building about device permissions and contact procedures. For later state action, return to the official bill history. An existing policy would need amendment by the proposed deadline only if needed to meet the legislation’s requirements.
