West Chester residents following borough business can use online meeting files, Council livestreams and recordings. The borough's Public Meeting Portal is the starting point.
A useful check is to open the meeting's files rather than assume that a calendar entry means an agenda is already available.
Find the meeting and its documents
The borough's Agenda and Minutes portal lets users find meetings through a calendar or event list. Its instructions say to scroll upward for earlier meetings and downward for future ones. A search field looks for items or meetings, and an event category filter narrows the list by board.
Check the public body's name and the date before opening a file. The borough's calendar also links to individual meetings and available agendas.
What an October check showed
During a morning check on October 5, 2026, the Planning Commission work session's files included an agenda and an agenda packet. The portal listed the agenda as posted October 2. The agenda's first page scheduled the session for October 5 at 6:30 p.m. and listed zoning discussion, an official map and comprehensive plan item, and the Nields Street property.
The Administration, Communication & Technology Committee calendar entry listed October 14 at 6:30 p.m., at the municipal building, 401 East Gay Street. Its linked meeting files page had no published files during the same morning review.
That establishes a scheduled meeting, without establishing its discussion topics. Check again closer to the date for the agenda and any schedule changes.
Watch the correct public body
The borough says its Council meetings are livestreamed on its official Facebook page. Council recordings are linked through the borough's YouTube channel, while Planning Commission recordings have a separate playlist.
The portal does not promise a livestream for every committee. Check the specific meeting's listing and files.
Follow an agenda item through to the minutes
An agenda identifies planned business. To check what action followed, look for the written minutes for that meeting and compare the item with the recording when available.
The Pennsylvania Office of Open Records' Sunshine Act guidance explains that minutes must include the meeting's time, date and place, members present, official actions and voting records. A scheduled topic alone does not show that a proposal passed.
Residents following land use can also read the Wright Report's Chester County planning records guide. It explains how county reviews relate to municipal records and decisions.
Prepare for participation
A formal presentation to Borough Council has its own application process. The borough's presentation instructions say to email the borough office with the topic and agenda request at least two weeks before a Council or committee meeting. Presentation materials and an executive summary are due one week before the meeting, and only approved presentations are heard.
Those are the borough's rules for a scheduled presentation. The state's Sunshine Act guidance separately explains the opportunity for residents and taxpayers to comment before a decision, subject to reasonable meeting rules.
For help locating borough meeting information, the portal lists 610 692 7574. Browse the Wright Report's Chester County coverage for more public service reporting.
For the current policy discussion, read West Chester's proposed remote public comment rules. The October 14 packet contains a draft; the earlier October 5 file check above remains a dated observation.

Update, October 14, 2026: Added coverage of the newly available hybrid participation draft. The original publication date and October 5 observation are preserved.
