Chester County commissioners are scheduled to consider an $8,266,471.29 contract with L3Harris Technologies on October 21 for maintenance and repair of the county’s P25 radio system infrastructure. The proposed agreement would cover January 1, 2027, through December 31, 2031.
The contract summary on page 42 of the meeting packet places the five year agreement under new business. Its funding columns list 100 percent state funding and zero county or federal funding. The entry does not identify the particular state funding program.
The October 21 agenda requests approval of the attached contracts. It establishes a proposal for consideration, rather than a completed vote or signed agreement.
Maintenance for an existing radio system
The county’s Technical Services description identifies an existing L3Harris P25 countywide radio system and 33 remote tower locations. It lists that equipment alongside other emergency communications systems, including dispatch software, microwave links and vehicle LTE routers.
The proposed contract concerns maintaining and repairing radio infrastructure. Its summary does not describe buying an entirely new radio system or replacing every responder’s handheld radio.
The amount is a total for the stated five year term. The summary does not provide an annual payment schedule, repair response times or detailed coverage of parts and equipment. Those details would require the underlying agreement or additional county records.
A separate tower maintenance extension
The consent contract table on packet page 40 lists another proposal: a $20,000 amendment extending radio tower maintenance services for one year, from October 26, 2026, through October 25, 2027.
That entry is amendment No. 3 to contract 0021668, and its funding columns list 100 percent county funding. The L3Harris proposal is contract 0023740. The records therefore identify separate agreements, amounts, terms and funding categories.
How these figures differ from the capital plan
The county’s 2026 capital budget, PDF page 317, separately lists $1,333,625 for Voice Radio System Enhancement in 2026. That project description addresses channel capacity, interoperability, backup capacity and cybersecurity.
The capital table shows $1,841,313 in previous actual costs and a $3,174,938 project total. Its estimated completion year of 2026 does not establish that the enhancement work has been completed.
Those capital figures and the proposed maintenance agreements describe different work and time periods. Combining them into one purchase price would obscure what each record covers. Our county radio, LTE and dispatch guide explains the equipment and the earlier capital plan in more detail.
Residents following the decision can check the October 21 meeting files for subsequent records. The contract numbers provide a way to distinguish the proposals when checking a later vote or agreement. More local technology reporting is available in our Chester County coverage.
