Chester County voters who need to check a mail ballot or replace one have separate online starting points: Pennsylvania's status lookup and the county's replacement request form. For the November 3, 2026 general election, knowing which service to use can help a voter take a specific question to Voter Services.
Start with the official ballot lookup
The county's Vote by Mail page links to the Pennsylvania ballot status lookup. Use that official route when checking an application or ballot.
The Pennsylvania Department of State's mail voting instructions say voters who provide an email address may also receive notifications about receipt and ballot status, depending on county practices. If the lookup will not load or a message leaves you unsure what to do, contact the county office rather than assume the issue has been resolved.
What county records can tell you
Pennsylvania's Election Data Handbook, pages 16 and 17, explains several distinctions in its mail ballot records:
- A mailing date can begin with the county queuing a mailing label. It is not necessarily a Postal Service scan, and data entry can lag.
- A returned date records when the county marked the ballot as received.
- A pending status can mean the ballot has not been returned or that the voter needs to address a problem.
- A cancellation can reflect a replacement ballot or a ballot that could not be counted.
These are definitions of administrative records. Ask Voter Services about the reason attached to your own ballot and any action required; a general label alone does not explain every case.
Requesting a replacement in Chester County
The county's mail ballot FAQ says Voter Services can cancel and replace a ballot that was lost, damaged, never received or marked incorrectly.
Its Request to Cancel Ballot and Reissue form, revised April 2026, lets voters request delivery by mail or pickup at the county office. The instructions permit submission by mail or email, but explicitly say electronic signatures are not accepted. Read both pages before completing it. The form lists [email protected] for email submissions and gives the mailing address.
Chester County Voter Services is at 601 Westtown Road, Suite 150, West Chester. Its phone number is (610) 344 6410. Contact the office about a missing ballot or a status that suggests further action is needed.
Keep the 2026 deadlines separate
The county's current instructions list these standard civilian mail ballot deadlines:
- October 27 at 5 p.m.: Voter Services must receive the application.
- November 3 at 8 p.m.: Voter Services must receive the completed ballot. A timely postmark alone is insufficient.
The same page says county drop boxes will begin operating October 12. Check its location list and hours before making a trip. Military and overseas voters should follow the separate instructions linked from the county page.
