Chester County commissioners are scheduled to consider a cybersecurity grant application on October 7, with the meeting packet listing a $25,600 assessment and a $10,240 county match. The proposal would fund an evaluation of county systems through the Pennsylvania Emergency Management Agency’s State and Local Cybersecurity Grant Program.
The October 7 agenda includes a resolution authorizing the application. It establishes a proposed action, with the meeting still ahead at publication.
What the funding figures mean
The grants table on page 46 of the meeting packet labels the assessment a new application and lists:
- Federal funding: $15,360.
- County matching funds: $10,240.
- Total: $25,600.
The table lists no state or other funding. The $25,600 figure therefore includes the local contribution; the proposed federal portion is $15,360.
The county share equals 40 percent of the total. That agrees with PEMA’s application instructions on page 10, which require a 40 percent local share and a 60 percent federal funding request for this cycle. The instructions also require applicants to include both amounts in their project budget.
What an assessment would do
PEMA’s program description says cyber assessments are the only eligible service in the current funding cycle. The agency describes an assessment as a review of digital systems, data and infrastructure that identifies vulnerabilities, considers risks and evaluates existing security controls.
That describes the intended work. The county’s application entry provides no assessment findings, named contractor or detailed testing schedule.
The draft resolution on packet page 24 would authorize the director of Computing and Information Services to take the application steps and sign a resulting grant agreement if awarded, after consultation with the county administrator and solicitor. Its adoption date and signature lines are blank.
How residents can follow the decision
The county calendar lists the October 7 meeting at 10 a.m. The public meetings page provides a virtual meeting link and an in person location: the Commissioners’ Board Room, 313 West Market Street, sixth floor, West Chester.
The application resolution appears in the consent agenda. The agenda says those items receive a single vote without discussion unless a commissioner requests individual action. It also provides public comment on the agenda.
Residents checking the outcome can return to the meeting’s public records page. A vote authorizing an application and a later grant award are separate steps; this article reports the proposal before the vote.
For borough decisions, the Wright Report’s West Chester meeting records guide explains where to find agendas, minutes and video. More local reporting is available in the Chester County coverage hub.
