T/E seeks fiber link for Bear Hill Elementary in Berwyn

The proposed lease separates fiber service from district supplied electronics, with a requested delivery date ahead of the school’s planned opening.

Tredyffrin/Easttown School District is seeking a fiber connection for Bear Hill Elementary in Berwyn, with proposals due at noon Eastern on November 10, 2026. Its federal filing, certified October 12, identifies a link between the district’s Network Operations Center at 95 Howellville Road and the new school at 1200 West Swedesford Road.

The purchase would separate the leased fiber from the equipment that makes it work. The district’s request for proposals says T/E would supply the switches and optics. Vendors would price the fiber service.

What the fiber lease covers

The specifications request prices for four, six and eight strands over five years, with five optional one year renewals. Bidders must describe maintenance, outage response, fiber repairs and customer notifications. Permits and rights of way would be the vendor’s responsibility.

The Universal Service Administrative Company’s fiber overview explains the distinction: a dark fiber customer leases strands on a provider’s network and pays separately for the electronics that send data over them. Under a leased lit fiber arrangement, the provider operates the network and charges for carrying data.

That division matters when residents compare costs. A fiber lease price alone would not establish T/E’s total connection cost because the district would also supply equipment. The number of strands is not, by itself, a promised classroom internet speed.

Two different readiness dates

The RFP’s delivery requirements request service availability by February 1, 2027. Bidders who cannot meet that date must state when they expect to deliver service.

The school opening comes later. In FAQs updated November 3, the district says Bear Hill is scheduled to welcome students in August 2027. It describes the school as adding elementary capacity as T/E prepares for full day kindergarten.

Read together, the records distinguish a requested network delivery date from the first month of school. Neither date proves that the connection has been installed or tested.

What remains to be decided

The RFP’s cover names lit fiber, but its introduction and technical specifications describe dark fiber, matching the federal filing. The pricing appendix leaves amounts for bidders to supply. A contract would require school board approval.

The federal notice identifies this as a funding year 2027 request. It establishes the requested connection and submission deadline, rather than a funding award or a selected provider.

Prospective bidders should read the full RFP and direct questions to its listed issuing officer. Residents following the school can use the district’s Bear Hill project page for construction updates.
